VIP Enabler

I am helping someone set up FSInn.

Is the VIP Enabler, originally issued for FSInn 1.1 still required to use the VIP package with FSInn 1.3 and, if so, is there a copy of it anywhere on the Apollo site?

For that matter, is the VIP package itself available or is it part of the FSInn install. It's so long since I installed my own system I've forgotten.

I'm pretty sure the MPP package was an 'add-on'. Is that available anywhere?
